Talks with Taleban still the best prospect!
Read this We've got to talk to these people sooner or later so why not sooner and try to come to some sort of compromise before more innocent people are killed?

I don't think "winning" against the indeginous mountain folk is achievable or even desirable. Driving a wedge between them and the Wahabi's is maybe a brighter option as they have always hated each other anyway.
